Even though the delay was announced on launch its still strange that so long after release the PC is only now getting a beta for Metal Gear Online whereas the consoles had it for ages. The reason given for the delay is that Konami is still looking for an effective anti-cheat method and are currently strongly considering VAC.
As for the PC beta, during a short livestream the MGO team announced that Metal Gear Online will enter open beta starting at 10pm PST January 12 / 6am UTC January 13.

Blizzard has been teasing the Grayhollow Island patch for over two months now, constantly releasing news and developer blogs but never actually telling us when it will be coming.
Thankfully, that has finally changed as patch 2.4.0 is set to arrive this Tuesday, 12th of January, barring any unforeseen circumstances. It will bring with it class and item balance changes, a new zone and dungeons to explore, items to collect and plenty of monsters to rain meteors on.

I think everyone will agree that the hacking was by far the best part of Watch Dogs. Messing with traffic lights and watching devastating pile-ups occur never stopped being entertaining despite the overall game losing its luster towards the end.
If you're of a similar opinion you'll be happy to hear that JulioNIB has created a mod for GTA V that introduces the very same hacking system Watch Dogs had in to a much more polished open world game with some great results. Here's a short video showcasing the mod in action:
