After bringing in Alatreon and Frostfang Barioth as nifty little end-game challenges, Monster Hunter World: Iceborne's fifth major update has now added two more beasties to test your steel against. As you might expect from the title alone, the dynamic duo consists of the legendary black dragon Fatalis and the Arch-Tempered variant of Velkhana.

In order to hunt Fatalis you will need to be Master Rank 24 or higher, complete the Safi’jiiva Recon Assignment, and encounter Alatreon in its special assignment at least once. A potentially steep list of requirements for someone that's new to Iceborne, but that's probably for the best as you wouldn't exactly want to challenge a dragon that has destroyed an entire kingdom overnight with beginner gear.

Arch-Tempered Velkhana, much like the other Arch-Tempered variants, will only be available as a part of an event quest. In this case, the first round of quests for Arch-Tempered Velkhana will be live from October 16 until November 5, which should give you more than enough time to prepare and potentially even farm out the fancy new armor set.
